Is GoLive dumping that doctype definition in, or is that you? Because it still doesn't validate, and if GoLive is doing it, I wonder why it's dumping so much extra code into the webpage.
I don't like the new graphics. Being your site's main functionality, the graphics are hard to read (actually, I'd drop the nav graphics and replace them with text "fancied up" with the stylesheet. The "Updates" and "Weeklies" graphics I'd make bigger and set them off with a horizontal line.). I also think you should look at dropping the borders on the tables.
If it were my site, I'd incorporate the logo with one of the random graphics (I'm not a big fan of random graphics on websites) (I'd do it with the pic of Earth). I'd gradient that image out to your background color, then I'd take everything out of the main tables (to make it more liquid). Then I'd drop the nav into the dark grey bar that right now just has the version # in it. But, that's just me.
