I lied. Guest is member #0. :unsure:

The member # is determined the mysql database. When a new member is added, that slot is automatically filled with the next number.

When I switched boards, I had to set up an account to get to the admin. Once I transfered the users/posts over, I deleted that account, but since user #1 was already taken, we started counting at #2.
