I know, I know -- it would never happen for any number of reasons, but really after seeing Firefly (I am a total bandwagon jumper) isn't that type of lawlessness more likely what the NX-01 should be encountering then what they are currently encountering. I mean I always assumed the Federation/UFP sort of brought law and order to the galaxy
